ALLOCATION AND EXPENDITURE
Situation to Date.

Are mostly below Jardine's Lookout or on the south side of
the island.
The north side in the immediate vicinity of the crowded areas of the town has been surveyed, but owing to the topogr- aphy of the ground, very little space can be allocated for
this purpose.
If the Botanical Gardens can be used, and a small area abutting on to the Gardens, then it is probable that the total number that could be accommodated in the shelter areas
would amount to 301,000.
Water supplies are in hand and paths are being formed, together with plans for the provision of sectional huts.
At the moment the degree of preparation already budgetted for amounts to $301,000, and this will purchase water pipes, pump and engine, erection of latrines, food stores, and the construction of rough tracks and administrative buildings.
Nothing has as yet been done in regard to the provision of roofing material, but $500,000 will probably cover this item, and it is now included under column (b) of the attached
schedule.
The cost for the people accommodated in the Dispersal
Areas amounts to $5.20 per head.
The sum of $355,000 would be required for constructing trenches, provision of tools and supervising staff.
Apart from the above, I fear that there is no ground in which trenches can be dug near to the city as an alternative to the provision of pens. In any case, the space would be very limited and the numbers that could be accommodated would
be extremely small.
A few trenches have been dug in Wanchai, but the cost of this type provod prohibitive, and it is not recommended that any further work on the so lines should be proceeded with.
